Meet The Team - TLQ Management Staff
Todd E. Stephens - President/Owner
I am a KBE vendor, certified in the Randolph-Sheppard Vending and also certified in SERVSAFE Restaurant Food Management, Certificate-26431663 (re-certification: October 2024 - October 2029).
In my career, I have been employed as a contractor for the National Federation of the Blind of Kentucky (NFBK) to run Project NFB-NEWSLINE for the state of Kentucky. NFB-NEWSLINE is an audio reading service for the print impaired. I have held a variety of positions with Independence Place of Kentucky, a Center for Independent Living, Wells Fargo and Winn-Dixie over my 30 plus year career where attention to detail, dependability, excellent customer service skills, and problem solving have been core attributes for me in conducting business.
I earned my M.B.A. in Finance from Golden Gate University located in San Francisco, CA and a B.A. from the University of Kentucky in Business Administration.
I am a member of the National Federation of the Blind of Kentucky (NFBK) Board of Directors currently serving as Treasurer; I also serve as President of the NFB Kentucky Technology Assistance Division. I was appointed to Governor's Councils: Kentucky Assistive Technology Service Network (KATS) from 2012 through 2021; Statewide Council for Vocational and Rehabilitation (SCVR) Council. I served as Chairman of the Kentucky Office for the Blind SRC Council from April 2017 through October 2018.
In July 2019, I became a lifetime member of the National Association of Blind Merchants (NABM). I am a member of the Kentucky Blind Vendor Committee, elected to serve as Vice Chair (January 2025 through December 2026. This will bbe my third two-year term as a member of this committee. The kentucky Blind Vendor Committee works collectively with the State Licensing Agency (SLA) regarding administration and policy decisions.
Paula Parnell- Director of Food Delivery Services
TLQ is very fortunate to have the opportunity to have Paula Parnell manage our Micro Market and Vending services at the IRS Gateway building. Paula brings "A plus" customer service experience and her dedication and reliability is second to none. She has more than two decades of experience in vending and canteen operations and is looking forward to serving you today.
Louis Frommeyer - Operations Manager
Lou, affectionately known as Louie comes to TLQ with and extensive and wide-ranging background, including that in restaurant operations. In his short time as a member of the TLQ management staff, Lou has contributed greatly as a true team player in the streamlining of TLQ operations. This has already paid dividends in making us more effective and efficient in food delivery services in both canteen and in our Micro Market kiosks.
Lou has also developed and initiated marketing plans which we have implemented in our strategy to bolster sales at Gateway.
